Well, if we can save money AND get them into housing, then hot dog let's get on the ball! I bet it'll lower crime, too. They could probably get some of the homeless people to maintain the apartment buildings as custodians for a low pay and give them free board.
I hope they do this in Atlanta. I've been there once, and it's really nasty.
I'm glad that I don't live in the city. How do people do it?

From my experience -- three years of abject homelessness -- there are a great many reasons people become homeless. Becoming broke -- losing your apartment because you can't pay the rent -- is a common instigator. But there are some people who are just terrible at holding a job. It's not that they're lazy [though there are lazy homeless people, too, certainly] but happens because they have memory problems or just don't have commonsense. There are other guys who are easily angered. Other guys, have personalities that simply makes them inept in job interviews. Of course, then, not having a job for a long time further diminishes one's prospects to get out of the hole of homelessness. It is easy after a while to become habituated to being homeless -- to think of yourself as "homeless" being the prime identifier of who you are -- to be acclimated to being unpresentable and unwanted and unneeded and easily hated by society.
